The previous week, HE the President of Uganda Yoweri Museveni launched his presidential project for sustainable tourism – PRESTO while at a tourism exhibition held in Central Wall Westminster in London. This hall was so filled with various tour operators, businessmen, Ugandans, potential investors, press as well as other Africans from the community. This exhibition displayed the attractiveness of Uganda and its numerous Uganda Safaris through pictures plus postures of not only the flora and fauna but also the rich cultural heritage. For instance there was a banner that read: ‘Irresistible Uganda’ and on it was a beautiful Karamajong girl. All these were complemented by an exhibit of numerous handicrafts which the audience was very ready to buy. Uganda tea plus coffee was served at the event to give the guest a taste of Uganda the pearl of Africa.

The President had authorized Hon. Grace Akello his Principal Private-Secretary to arrange this great exhibition and while at it Willy Mutenza a Ugandan-born international marketing consultant offered assistance. Willy also took part in organizing the very first Uganda-Convention in London the previous year. The president’s launch of this initiative in London came after Uganda attending the Brussels-Expo-Holiday-Fair which was held in Belgium at the start of this month, which expo was funded by Embassy of Brussels plus Brussels Airlines together with assistance from Ambassador. Mirjam Blaak.

PRESTO is to boost sustainable tourism through Uganda and comes after the establishment of a fresh ministerial portfolio of the Ministry of Tourism Wildlife and Heritage, which until now has been managed as an auxiliary function in several ministries. The Minister Hon. Prof. Ephraim Kamuntu as well as Amb. Patrick Mugoya his Permanent Secretary attended this launch, together with other Uganda government delegates such as Minister for Defense Hon. Dr. Crispus Kyonga, Minister of Foreign Affairs Hon. Henry Okello Oryem with Amb. James Mugume his Permanent Secretary, plus 2 members of the Ugandan Parliament and Lt. Gen. Wamala Katumba among others.

The President passionately declared that although tourism is concerned with travel, Uganda’s five year National Development Plan-(NDP) identifies the tourism industry as one among the chief Growth Drivers of the Ugandan Economy that straightforwardly creates employment as well as investment opportunities, and generates national plus household income, fetches a lot of foreign exchange, and also creates market for the locally produced products here at home. He added that tourism is the core opening window to various opportunities in Uganda and that at the international level, tourism is among the most traded services on the globe, with a towering ability for a multiplier-effect down at the national-level. He said that eight hundred and eighty million tourists internationally generate Eight Hundred and fifty two billion US Dollars.

The President picked the launch’s venue as London because the UK brings in most of the tourists after which follows Germany. Uganda’s strategy centers on good-quality tourism that will not degrade the natural environment so as to ensure sustainability to eternity. The previous year, Uganda was awarded several honors like:

- the Number One Tourism Destination for 2012 by the Lonely Planet

- The tree-climbing lions in Ishasha region in Queen Elisabeth National Park as the photo-of-the-month in the National Geographic Magazine

- Virunga Volcanoes is “a must-see-place for 2012,” among the 20 places one has to visit in their lifetime

- Bwindi Impenetrable Forest, well-known for its resident mountain gorillas, was voted best birding destination in Africa. Murchison Falls was also titled among the top ten birding destinations in Africa

- Mt. Rwenzori was ranked as one the top hiking sites in Africa and the world at large.

The President stressed that Uganda is blessed with exceptional and great ecological as well as cultural resources, and that it is a hidden gem still to be unveiled by the rest of the people out there in the world. Uganda is among the countries with the richest biodiversity with 18,783 species of wildlife.

The Uganda wildlife Authority requires 20.9 billion shillings to finance the four major areas that it is meant to center its focus on the coming financial year.

The acting Executive Director of UWA – Dr Andrew Seguya while appearing before the parliamentary Trade and Industry Committee said that financing is required to cater for the animal-control problem, promoting the various Conservation Areas, to compensate land owners in the different protected areas and also to develop infrastructure in the various National Parks.

In addition, Dr Seguya said that regarding the animal-control problem, UWA is looking at constructing pilot fencing to halt the animals from moving out of the parks to destroy the residents’ farms in the neighboring areas. This would actually be very advantageous to organizers of Uganda Safaris, particularly tour agents and tour companies.

He requested parliamentarians on this committee to for an increase in the funding claiming that just this would cost about Ten Billion Uganda shillings which is way beyond the entire budget given to the tourism Industry of about 9.2 billion.

Uganda prides in a number of National Parks and Game Reserves spread through the country and the management and control of these very important places lies primarily in the hands of the Uganda Wildlife Authority (UWA). So it is that duty of this authority to well plan for these parks and game reserves while also putting into consideration the needs and desires not only of the tourist and the tourism industry at large, but also those of the local communities that stay adjacent to these area.

Below are some of the National Parks and Conversational areas spread through Uganda:

Bwindi Impenetrable National Park, Kidepo Valley National Park, Lake Mburo National Park, Mount Elgon National Park, Queen Elizabeth National Park, Semuliki National Park, Kibale National Park, Mgahinga Gorilla National Park, Murchison Falls National Park and Rwenzori Mountains National Park.

The president of Uganda – President Yoweri Museveni recently verbally attacked the twisted marketing strategy that is being utilized the Tourism Board as well as the Uganda Wildlife Authority (UWA) to attract various tourists into the country saying that it lacked any originality and weightiness.

The president was specifically displeased with the Uganda Tourism Board which has put mountain gorillas far ahead of the various National Parks claiming that although Mountain Gorilla bring in money, one requires a license to track them and yet the national parks are more affordable and accessible.

He alleged that the Uganda Tourism Board which he called the “Uganda Temporary Board” was destroying the tourism industry here by putting gorillas ahead of the parks. In addition he stressed that it was not all about the money the country fetches but the industry’s attitude.

President Museveni further censured the Tourism Board for supporting what they refer to as the Big Five, without putting much consideration into the wealthy biodiversity of Uganda.

Big Five Game is a phrase that was invented by white hunters to mean the five highly difficult animals on the African continent to hunt-down on foot. Today, thus phrase I commonly used by many tourist guides and wildlife rangers when talking about African Safaris. Among the Big Five are lions, leopards, African Elephants, rhinoceros and buffaloes. These were attached to this phrase not because of their physical size, but rather the big challenge in hunting them and the high danger involved.

He criticized them for using unserious stereotypes like the ‘Big Five’ yet Uganda holds a very diverse variety of wildlife. Musevine advised them to market Uganda as a whole and warned them against repetition since tourists are more interested in discovering the uniqueness of the country.

While speaking at the brain-storming-session held in Entebbe at State House of the Presidential Initiative on Tourism (PRESTO) Museveni made the various remarks. This project was launched in February by the President himself while in London and was focused on supporting and revitalizing the Tourism industry as well as improves Uganda’s competitive capability on the international Tourism market by increasing promotional campaigns as well as awareness of Uganda’s pristine natural gifts and beauty.

In his new 5-year-presidential-term, the president has actually established a well ranked Tourism Ministry, Heritage plus Wildlife in an aim to distinguish tourism as an important growth sector in Uganda under the National Development Plan.

Museveni further emphasized that the exclusive rights for ‘Uganda; the Pearl of Africa’ be straight away unproved here as well as in Geneva following reports that there was another country trying to take on this phrase.

He added that it was essential that industry acquires a better trade-name for marketing the country and highly praised the private-sector which for years has played a very important role in promoting the country’s tourism capability internationally and for hoisting Uganda’s flag way high with so much pride.

Museveni added that the government much recognizes the efforts made by the private-sector regarding marketing the country internationally. He said that it was through their contribution that Uganda has managed to financially gain from the tourism industry. Previously Uganda Safaris (tourism) rotated around traveling only but in his plans he hoped to look at it as a great investment opportunity that would create market for local produce helping families generate some income. He encouraged stakeholders to utilize ICT technologies particularly the internet while marketing Uganda.

The president cautioned the Uganda Wildlife Authority against evicting people without reason from parklands but rather instructed them to focus on sensitizing the local residents about the advantages of conserving Uganda’s national parks.

President Museveni reminded them the previously wild-game was a source of food so he advised that either ditches be built or electric fences be erected to prevent the animals from destroying the local residents’ gardens. He added, “Tell them that we earn more money from the tourists than their potatoes, yet still they can sell their food-produce and local crafts to the tourists.” he encouraged the Board to highlight and make aware the importance if these parks to the people.

Prof. Ephraim Kamuntu the minister of Trade also addressed this meeting which was attended by different stakeholders both from the public as well as the private sectors and it was prepared by State House.
